The Altona Beach entry project is being delivered by Hobsons Bay City Council in partnership with the Victorian Government.
This project is part of Council’s Open Space Strategy and is supported by funding from the Victorian Government, in particular $4.4M from the Department of Jobs, Skills, Industry and Regions as part of its Suburban Revitalisation program and $1.4M from the Department of Energy, Environment and Climate Action as part of their Coastal Protection program.
Works include:
- the addition of a new pedestrian promenade
- upgraded sea wall
- feature decked seating
- improved lighting
- sculptures
- public amenities such as showers, drinking fountain, public furniture and shade structures.
Additionally, the project will involve the installation of an irrigation system, as well as various road and landscape enhancements, and tree plantings.
Stage 1 works begun in July 2024 and will be completed by December 2024, weather permitting.
During this time areas of the foreshore will be fenced off to allow construction works to be undertaken and we ask that you do not access these areas for safety reasons. Public access to Altona Beach will be reopened for the summer period.
The contractor’s site compound will be located on the Esplanade between McBain Street and Sargood Street.
Please note, there will be changes to traffic flow and parking in the street, and that traffic management will be in place.

Project updates:
December 2024 Update:
This project is being delivered in two stages to ensure the community can access the beach throughout the 2024-25 summer period. Stage 1 is on schedule for completion by mid-December 2024, Stage 2 will begin in March 2025.
Stage 1 Construction Progress
Stage 1 is progressing well with the completion of seawall works, installation of light poles, and ongoing pavement construction. Key elements of Stage 2 are being completed ahead of schedule and incorporated into the Stage 1 works, including the seawall and shelter work. Showers, timber decking, and major landscaping will remain fenced off and completed during Stage 2 construction works.
What's Next
Stage 2 is scheduled to begin in late March 2025 and will focus on completing the remaining elements which include service connections (sewer and irrigation), landscaping and the Esplanade Road closure.
November 2024 update: Road closures for Esplanade upgrade works
Roadworks on one lane of the Esplanade, between Sargood Street and Pier Street, are scheduled from 2 to 4 December 2024. Traffic access from Queen Street to the Esplanade via Pier Street will be detoured via Sargood Street because the eastern lane of Pier Street will also be closed to vehicles. Cars will still be able to access Pier Street in a northerly direction from the Esplanade.
